Chayce was found dead in a freezer in his mother’s basement on June 24, 2022—a discovery that has shaken the community to its core and raised serious questions about the effectiveness of Child Protective Services (CPS).
Chayce’s mother, Azuradee France, has faced serious legal consequences for her role in her son’s untimely death. Charged and convicted of felony murder, child abuse, and other alarming crimes, France is now looking at a lengthy prison sentence. However, this devastating incident has prompted more scrutiny on CPS, which is being accused of failing to protect Chayce from years of abuse and neglect.
The lawsuit, filed on behalf of Chayce’s estate, alleges that CPS let the little boy remain in a dangerous environment despite receiving numerous reports about abuse. In fact, relatives flagged concerns to CPS at least 13 times. The first report of potential abuse came in November 2018 when Chayce was just two months old. During a CPS investigation back then, horrifying details came to light: Chayce bore visible signs of abuse including a black eye, a swollen lip, contusions, and multiple bruises.
Upon conducting home visits, CPS found the children living in highly unsanitary conditions, lacking beds and suffering from infestations of rats. This led to a CPS petition to remove Chayce and his siblings from their mother’s custody on December 6, 2018. But less than two months later, red flags were raised again. Chayce reportedly suffered severe burns to his hand, and there were claims of neglect once more. When CPS visited again on January 11, 2021, they found the home in a state of disarray, cluttered and unsafe, with kids sharing a single bunk bed. Alarmingly, a bottle of bleach was carelessly left out on the floor.
Despite mounting evidence of neglect and a mother who admitted to lying about necessary medical care, CPS closed the case on October 14, 2021. Just months later, on September 1, 2021, Chayce faced yet another round of abuse that left him with visible injuries including bruised ribs and a black eye.
By the time authorities found Chayce dead, reports indicated that he had likely been gone for several months. A medical examination confirmed his death to be a homicide due to blunt force trauma, and it was noted that he was malnourished and had become permanently blind.
Now, this troubling story has taken another turn as a lawsuit has emerged. Accusing CPS of failing to safeguard Chayce despite overwhelming evidence of abuse, the suit names 13 CPS employees, seeking damages of at least $75,000 and a jury trial. Legal representatives argue that CPS neglected multiple signs of abuse and utterly failed in their responsibility to protect the young boy.
With prior reports revealing that at least seven complaints against France were rejected and multiple investigations were abruptly closed, advocates are now calling for accountability. They emphasize the egregious neglect shown by CPS staff as Chayce experienced a life full of pain and tragedy.
